AID is a strategic collaboration between the Advanced Strategic Capabilities Accelerator and the Australian Army. Each year AID has a new theme that helps us explore how disruptive technologies can solve some of our most complex challenges, bolster our project pipeline and give soldiers exposure to the latest innovative concepts and ways of thinking.
AID is seeking submissions demonstrating innovative capabilities to enhance the endurance, lethality and survivability of soldiers operating in distributed littoral environments. The tender is currently open and will be
accepting submissions until 13 June 2024.

This year, the challenge is Optimising the Soldier for Littoral Operations.

A MESSAGE FROM THE HEAD OF NAVY CAPABILITY TO INDUSTRY
I am pleased to update industry on the recently released blueprint to transform the ADF to ensure it is positioned to safeguard Australia’s security and contribute to regional peace and prosperity for decades to come.
We must continue to meet Government’s direction to ensure that Navy’s capability meets current requirements, evolves with changes in threats and technology and achieves the joint integrated effect necessary to sustain an agile and lethal naval capability in an Integrated Force.
To that end, we will invest in capabilities relevant to the risks we face, accelerating important capability and reprioritising projects that are no longer fit for purpose.
Defence industry provides a vital role in supporting the delivery of maritime capabilities. I look forward to working in partnership with industry to deliver Government’s direction.
A PRINCIPLED APPROACH,
Navy’s core tenets have not changed. As Australia derives much of its economic wellbeing from the maritime domain, Navy is essential to our national security. Navy plays a vital role to ensure that the maritime domain capability contributes to this.
We want to protect our national interest and contribute to the global rules based order in our region. And we must be ready. The transformation will focus on delivering six key capability effects outlined in the NDS. These effects involve:
- Projecting force and the ADF’s ability to rapidly deploy and employ force in response to direct threats to our national security;
- Holding at risk a potential adversary’s forces that could target our interests during a conflict;
- Protecting ADF forces and supporting critical infrastructure in Australia;
- Sustaining protracted combat operations during a conflict;
- Maintaining persistent situational awareness in our primary area of military interests, and
- Achieving decision advantage during conflict.
INDUSTRY HAS A ROLE
Defence industry is our critical partner in achieving the outcomes outlined in the NDS, IIP and DIDS. Australia’s strategic circumstances require the targeted development of the sovereign defence industrial base in areas of strategic priority.
The Government will support businesses to increase their scale and competitiveness to enable them to deliver Sovereign Defence Industrial Priorities (SDIPs). The SDIPs in the DIDS have been embedded within and informed the design of the IIP.
As I foreshadowed during INDO PACIFIC 2023, with the release of the NDS and IIP, I am now in a position to provide industry more detail on the maritime domain priorities in the rebuilt IIP.
The aim is for industry to gain a better understanding of the IIP changes and information on when and where future industry opportunities may be available. I aim to give industry sufficient time and notice on Navy needs to enable it to lean in, invest and deliver accelerated Defence capabilities.
NEXT STEPS
With that in mind, I am holding an unclassified Maritime Domain Industry Forum (previously Maritime Environment Working Group) for all interested defence industry on 2 July 2024. The focus of the engagement will be on the maritime domain in the context of the integrated and focused joint force. The event will be held in Canberra at the Australian Defence Force Academy (Adams Hall). Secure a spot now for this event by filling out the Registration Form.
Following the unclassified forum, I will be facilitating a series of classified (SECRET) Working Groups with selected companies that align with our immediate industrial capability outcomes and that hold appropriate security clearances. This will be by invitation only across three focus sessions (undersea warfare, surface combatants and maritime C5 and enablers) and held in Canberra on 3 July 2024 at a classified facility (to be confirmed). Further details will be advised in due course.
The new strategic direction provides us with a unique opportunity to engage in how collectively we will deliver capability through an Australian defence industrial base that creates a stronger, more secure Australia.

BAE Systems Australia's Industry Capability Team are pleased to offer two-day Estimating & Pricing Training as well as our condensed half-day BAE Systems Australia: Navigating Defence Series during 2024.
These industry training opportunities are free to attend and will be delivered in various locations across Australia.
Detailed information about each of these activities is provided below the summary. You are encouraged to share these opportunities with your industry stakeholders.
Presented by BAE's Global Access Program, the topics will include Estimating and Pricing, Supplier Quality Assurance, Export Controls and Cybersecurity Maturity Model Certification (CMMC).

Estimating and Pricing
A condensed hour-long version of the popular Global Access Program Estimating and Pricing Fundamentals course.
Understand the basic principles of estimating and pricing used within BAE Systems Australia.
Supplier Quality Assurance
Understand the importance of supplier quality assurance to BAE Systems Australia, suppliers and customers and the role of supplier quality assurance in your business.
Export Controls
Guidance for export control compliance. Gain a greater understanding of export control regimes in Australia, the UK and the USA (ITAR, EAR, FMS) and where you can go for help.
Cybersecurity Maturity Model Certification Awareness (CMMC)
Understand the new CMMC cyber security framework being rolled out in the USA. Delivered by indigenous, CMMC certified practitioner Secure State consultants, this information is critical to any business with ambitions to supply into the US market.
Delivering competitive and defendable proposals for Defence requires a variety of estimating techniques to build robust, credible and defendable Basis of Estimates.
Learn how to challenge your cost base, supplier quotes, estimates and price, and submit a compliant proposal that meets customer requirements, represents value for money, and can survive a cost investigation.
Estimating For Defence is a two day course developed by Estimating & Pricing (E&P) at BAE Systems Australia, and delivered in partnership with the Global Access Program (GAP).
The course is designed to increase supplier knowledge in the art of estimating and how to present a price to a customer, and provides practical exercises to apply the knowledge you'll gain.
The Estimating For Defence course covers:
- Estimating terminology in the Defence industry, the estimating process including methodologies, approach & techniques, and costing principles needed to meet the demands of Government Defence contracts.
- Building a robust Basis of Estimate, applying learning curves, using Variation of Price Indices for escalation, and lifting the mystery of quantifying Cost and
Risk Uncertainty are all key elements of the price, and the confidence level of it.
- The course also includes estimating concepts such as challenging an estimate, challenging supplier quotes, price breaks, and how terms and conditions can all impact and drive the price.
- The course is underpinned with a case study and practical exercises, making for an interactive and engaging course

DIBC is Now Open to Industry partners Based in Australia, Canada, and the UK
The Defense Industrial Base Consortium (DIBC) aims to coalesce and expand the defense industrial base (DIB) in support of the Manufacturing, Capability Expansion, and Investment Prioritization Directorate (MCEIP) critical sectors and additional areas of interest. To align with the recent modification to the definition of Domestic Source for Title III of the Defense Production Act, and in keeping with the MCEIP vision of delivering a resilient U.S. supply chain and workforce able to respond in times of national security crisis, DIBC is excited to announce that we are opening membership to Industry partners in Canada, the United Kingdom, and Australia. This increased level of collaboration will aid the DIBC in achieving MCEIP’s mission and
vision.
The application to become a DIBC member can be found here. International members will need to apply for a NCAGE Code and UEI prior to joining DIBC. To apply for a NCAGE code, each organization will need to register at https://sam.gov/. Instructions on how to register can be found here.

The Land Forces Innovation Awards will take new form in 2024, incorporating both the prestigious awards program and the popular Innovation Pitchfest, to help highlight and reward innovations at different phases of development. The awards will bring together Australian companies, organisations and young individuals with cutting-edge ideas and give them a platform to present their innovation at the Land Forces 2024 International Land Defence Exposition.
Australian organisations and individuals are invited to submit their innovation, which could be at various stages of development, to one of three categories:
- Land Forces 2024 Innovation Award
- Land Forces 2024 Emerging Technology Award
- Land Forces 2024 Young Innovator Award
Finalists will then be invited to pitch their innovation to an international audience of potential partners, investors and customers at Land Forces 2024 at the Melbourne Convention and Exhibition Centre on Wednesday 11 September with the category winners announced onsite at the event.
Winners of each category will receive $40,000 cash prize to contribute to further personal and innovation development. There will be an additional winning category on the day for Best Pitch that will receive a trophy prize only.
Awards submissions close Wednesday, 12th June 2024.

Expressions of interest are now open for the Global Science & Technology Diplomacy Fund - Strategic Element and are closing 31 May 2024.
$6 million in grants are available to grow international collaboration in our region, enhance Australia’s standing as a science and technology leader, and drive innovation and commercialisation in priority areas.
Grants from AUD $100,000 to $1,000,000 are available for eligible Australian organisations collaborating on key areas of science and technology with priority partner countries across the Asia-Pacific.

Dept of Industry, Science and Resources - Cooperative Research Centres Project Grants - Round 16
The CRC Program supports industry-led collaborations between industry, researchers and the community. It’s a proven way to link researchers with industry. The focus is on research and development that will have commercial uses. Matched funding of between $100,000 and $3M over 3 years is available for industry-led collaborations between industry, researchers and the community.
The program aims to:
- improve the competitiveness, productivity and sustainability of Australian industries, especially where Australia is competitive and in government priority areas
- use high quality research to solve industry-identified problems
- encourage and help SMEs to take part in collaborative research

Workplace Gender Equality Act Timelines
Employers must take steps to comply with the Workplace Gender Equality Act 2012. Businesses seeking to supply goods and services to the Australian Government may need to provide a Certificate of Compliance with the Act. To be eligible for a certificate you need to submit a report or seek an extension by 31 May 2024.

Australia’s national science agency, CSIRO, has announced a $20 million investment to provide small to medium enterprises (SMEs) with greater access to vital research and development (R&D) opportunities to accelerate their growth.
The funding will allow CSIRO’s SME Connect team to support up to 750 SMEs through a range of programs and initiatives that provide facilitation, training, dollar-matched funding and support to start-ups and SMEs seeking to engage in company-led research projects.
One of the programs being supported is SME Connects flagship program, CSIRO Kick-Start. Since its inception in 2017, the Kick-Start program has facilitated over 280 company-led R&D
projects, with alumni companies collectively holding a market value exceeding $2 billion.
Dr Doug Hilton, CSIRO’s Chief Executive, emphasised the significance of this investment and the transformative impact it would have for Australia’s critical SME sector.

The Victorian Land Systems Fund – Supply Chain Uplift Program will support Victorian defence industry businesses to work with Hanwha Defense Australia (Hanwha) as part of its supply chain. The program will help build
businesses’ capabilities so they can help Hanwha deliver the Commonwealth Government’s $1 billion Land 8116 Self-Propelled Howitzer program.
Funding will support eligible Victorian businesses to:
- gain relevant accreditations and meet industry specific compliance requirements
- prepare tenders
- undertake minor facilities upgrades and equipment fit outs
- develop new or enhance current defence products or services
- undertake defence R&D
- participate in trade missions to pursue collaboration and export opportunities.
Businesses must engage with Hanwha and receive its support before applying.
Applications to the Victorian Land Systems Fund Supply Chain Uplift Program are now open and close on 30 June 2024 or when funds have been exhausted, whichever comes first.

Industry Growth Program - Support for Innovative SMEs to Commercialise and Grow their Business
The program supports innovative small and medium enterprises undertaking commercialisation and/or growth projects within the National Reconstruction Fund priority areas through advisory services and opportunities for matched grant funding. Minor changes or improvements to existing products or services are not considered innovative.
You will be connected to an Industry Growth Program Adviser who will provide tailored advice to support your commercialisation and/or growth project.
Once you have received this advice, you may also be able to apply for:
- grants of $50,000 to $250,000 to support early-stage commercialisation projects
- grants of $100,000 to $5 million for commercialisation and growth projects.

Strategic Policy Grants Program
The Defence Strategic Policy Grants Program (SPGP) funds independent work to deepen public debate on strategic issues relevant to Australia and inform the development of Australia’s defence policy and strategy.
The SPGP is an annual, open and competitive grant opportunity that funds independent strategic policy-focused research and related activities, such as conferences, dialogues, simulations and seminars.
For SPGP 2024, a total of $3.5 million is available over the period between 2024 and 2027, with total funding spread across multiple grants.
The objectives of the program are to support the achievement of Defence’s purpose, mission and purpose by:
- deepening public debate about Australia’s strategic and defence policy choices
- informing the development of Australia’s defence policy and strategy
- strengthening Defence’s international and domestic partnerships
- broadening participation in Australia’s strategic and defence policy debate.
The intended outcomes of the program are:
- the publication of original, well-informed and policy-relevant research
- engagements between Defence and leading non-government experts
- events and activities involving Defence’s international and domestic counterparts
- participation by new and emerging talent in Australia’s strategic and defence policy debate.
Applications for SPGP 2024 must be lodged by organisations holding an Australian Business Number or equivalent business registration number. Individuals with different organisational affiliations can submit a joint application to SPGP 2024. This must identify a project lead as well as a lead organisation accountable to the Australian Government, through Defence, for any agreed grant activities.
To be eligible the grant activity must:
- support Defence’s purpose, mission and priorities
- satisfy one or more of the program’s objectives and outcomes
- align with priorities and challenges outlined in the Defence Strategic Review
- be new, unfunded, and distinct
from any business-as-usual activity.

The Australian Space Industry Capability database will open for industry submissions from mid-July. Companies can upload information on their:
• Location
• Capability
• Workforce
The database has been developed by SIAA and is supported by the Australian Trade and Investment Commission (Austrade), the Australian Space Agency, the Office of Defence Industry Support and SmartSat CRC.

ODIS provides a range of grants to support defence industry businesses. These grants help Australian small and medium enterprises grow to meet Defence capability needs and join global defence industry supply chains.
The ODIS Defence Business Readiness Tool (DBRT) is a platform used by our Industry Engagement Team to assess the Defence Readiness of Australian Small and Medium Enterprises. The DBRT is the first step in the journey to becoming a supplier to Defence.
