2024 National Defence Strategy Released With Updated Integrated Investment Program
 
Yesterday, the Government released the inaugural National Defence Strategy, which sets out a fundamentally new approach to the defence of Australia and our interests.

Developed in response to last year’s Defence Strategic Review, the 2024 National Defence Strategy outlines the Government’s strategic framework to guide the significant and urgent changes required to address Australia’s challenging strategic circumstances.

Together with the rebuilt Integrated Investment Program, the National Defence Strategy is a blueprint to deliver an ambitious transformation of the Australian Defence Force (ADF) to an integrated, focused force capable of safeguarding Australia’s security for decades to come.

National Defence

Australia faces the most complex and challenging strategic environment since the Second World War. It demands a coordinated, whole-of-government and whole-of-nation approach to Australia’s defence.

This new approach is founded on National Defence – a concept that harnesses all arms of Australia’s national power to achieve an integrated approach to our security.

The National Defence Strategy sees a Strategy of Denial become the cornerstone of Defence planning. This approach guides Defence’s contribution to National Defence and spans all domains – maritime, land, air, space and cyber.

The adoption of National Defence also means the ADF will shift to an integrated, focused force designed to address Australia’s most significant strategic risks. This will ensure the ADF has the capacity to:

  • defend Australia and our immediate region; 
  • deter through denial any potential adversary’s attempt to project power against Australia through our northern approaches;
  • protect Australia’s economic connection to the region and the world; 
  • contribute with our partners to the collective security of the Indo-Pacific; and
  • contribute with our partners to the maintenance of the global rules-based order.

Budget

Underpinning the National Defence Strategy is a generational investment in the ADF’s posture, capability and structure.

Since the release of the Defence Strategic Review last year, the Albanese Government is investing an additional $5.7 billion over the next four years and $50.3 billion over the next decade in Defence funding, above the previous trajectory over that period.

These additional investments include:

  • $11.1 billion over the next decade to deliver the Government’s response to the independent analysis of Navy’s surface combatant fleet;
  • $1 billion over the next four years to accelerate ADF preparedness including for long-range strike, targeting and autonomous systems; and
  • $38.2 billion over the next decade to fund the rebuilt IIP and accelerate and sustain priority capabilities.

This increase in annual funding will see the Defence budget grow to more than $100 billion by 2033-34 – an historic investment, critical to giving effect to the National Defence Strategy.

The Government’s investment in the Defence portfolio will see overall funding reach $765 billion over the decade, including $330 billion for the capability investments outlined today.

Comparatively, the 2020 Defence Strategic Update and 2020 Force Structure Plan outlined $270 billion for the 10-year period to 2029-30.

Not only is the Government growing the Defence budget, but we are ensuring this money will be spent more wisely to deliver the capabilities we need.

People

People are Defence’s most important asset. As the ADF transitions to an integrated, focused force, Defence must recruit, retain and grow the highly specialised and skilled workforce it needs to meet the objectives of National Defence.

The Government has already introduced several key initiatives to improve recruitment and retention, including the ADF Continuation Bonus, better access to study opportunities and more health benefits.

While these are important steps, we recognise the need for a fundamental transformation of Defence’s recruitment and retention system.

The National Defence Strategy calls for a widening of eligibility criteria to enable more people to join the ADF including developing options, where appropriate, to recruit non-Australian citizens; streamlining and improving the recruiting system; and encouraging personnel to serve longer through retention initiatives.

To address these challenges, Defence will develop a new, comprehensive workforce plan this year that will be aligned with the National Defence Strategy and Integrated Investment Program to help meet current and future workforce needs.    

Partnerships

Under the National Defence Strategy, Defence will adopt a more focused approach to its international engagement. These efforts will protect Australia’s economic connection to the world and help shape a region that is peaceful, stable and prosperous.

Australia’s Alliance with the United States remains fundamental to our national security. The Government is committed to deepening and expanding our defence cooperation with the United States, and working together with the United Kingdom under the auspices of AUKUS.

The Government is also deeply focused on enhancing Australia’s defence relationships across Southeast Asia and the Pacific, as well as in the Indian Ocean and North Asia regions.

The path forward

The National Defence Strategy is a reflection of the Government’s foundational thinking on defence policy. It outlines a coherent, sensible and logical plan – one that is built on strong foundations and hard decisions, and backed up with the necessary funding.

It will be updated biennially alongside the Integrated Investment Program to ensure defence policy, strategy, capability and planning keeps pace with the rapidly evolving strategic environment.

The next National Defence Strategy will be published in 2026.

2024 Integrated Investment Program
The Government has boosted Defence spending to deliver the 2024 National Defence Strategy and build an integrated, focused force that is ready to deter potential threats.

The 2024 Integrated Investment Program outlines the Government’s capability investment priorities. This is the first substantial update to the Integrated Investment Program since 2020 and involves a complete rebuild of Defence’s capability procurement plan to meet Australia’s strategic circumstances and accelerate critical capabilities in a practical and affordable way.    

Together, the National Defence Strategy and Integrated Investment Program will ensure the Australian Defence Force has the capabilities, systems, structures and people to respond to threats, contribute to the stability of our region and keep Australians safe.

Delivering an integrated, focused force

The Government has allocated $330 billion for the Integrated Investment Program over the decade to 2033-34. This is a significant lift compared to the $270 billion allocated for the 10-year period to 2029-30 as part of the 2020 Defence Strategic Update and 2020 Force Structure Plan.

Following the Defence Strategic Review, the Government is making an historic investment in Defence, with an additional $5.7 billion over the next four years and $50.3 billion over the next decade, above the previous trajectory over that period, to deliver:

  • a Navy with an enhanced lethality surface fleet and conventionally-armed, nuclear‑powered submarines; 
  • an Army optimised for littoral manoeuvre with a long-range land and maritime strike capability;
  • an Air Force that can deliver long-range intelligence, surveillance and reconnaissance and an enhanced maritime, land and air strike capability; and
  • a strengthened and integrated space and cyber capability, including enhanced cyber and electronic warfare and new space-based situational awareness.

These investments include an additional $11.1 billion over the next decade to deliver the Government’s response to the independent analysis of Navy’s surface combatant fleet, and an additional $1 billion over the next four years to support targeting, long-range fires, theatre logistics, fuel resilience and robotic and autonomous systems.

As a result of this increased commitment, Defence funding as a proportion of Gross Domestic Product is projected to rise to around 2.4 per cent by 2033-34 – up to 0.3 per cent higher than the spending trajectory set by the former government.

The Integrated Investment Program outlines how the Government is making deliberate choices to invest in new capabilities and prioritise investments to bring those new capabilities into service as quickly as possible.

Whilst the Government is making an historic investment in Defence’s capabilities, it is also making the necessary decisions to divest, delay or re-scope projects that do not meet our strategic circumstances.

The Integrated Investment Program will be revised biennially, in line with the National Defence Strategy cycle, to ensure the Government’s investment plans remain aligned with the nation’s strategic settings.

$3.47 Million in Grants to Assist the Delivery of Priority Capabilities for Defence

Eight cutting-edge small to medium-sized businesses delivering priority capabilities for Defence will be boosted by grants totalling $3.47 million from the Government.

The Defence Global Competitiveness and Sovereign Industrial Capability Priority grant programs have helped Australian businesses boost manufacturing, harness their expertise and increase jobs.

In total, 239 grants worth more than $104 million have been awarded to Australian businesses through both programs.

In recent rounds, businesses have been awarded grants to produce a diverse range of components for use by Defence. These uses include hybrid rocket motors, explosive ordnance, self-propelled artillery vehicles, radar and surveillance systems, communication systems, anti-drone technologies, robotics and submarines.

The Defence Industry Development Grant program is expected to be launched in June 2024. This new program, which is aligned with the Defence Industry Development Strategy, will have dedicated streams for supporting eligible Australian businesses to develop their capabilities in relation to sovereign industrial priorities, exports, skilling and security. Global Science and Technology Diplomacy Fund – Strategic Element

Expressions of interest are now open for the Global Science & Technology Diplomacy Fund - Strategic Element and are closing 31 May 2024.

$6 million in grants are available to grow international collaboration in our region, enhance Australia’s standing as a science and technology leader, and drive innovation and commercialisation in priority areas.

Grants from AUD $100,000 to $1,000,000 are available for eligible Australian organisations collaborating on key areas of science and technology with priority partner countries across the Asia-Pacific.

SME Connect Programs

Australia’s national science agency, CSIRO, has announced a $20 million investment to provide small to medium enterprises (SMEs) with greater access to vital research and development (R&D) opportunities to accelerate their growth.

The funding will allow CSIRO’s SME Connect team to support up to 750 SMEs through a range of programs and initiatives that provide facilitation, training, dollar-matched funding and support to start-ups and SMEs seeking to engage in company-led research projects.

One of the programs being supported is SME Connects flagship program, CSIRO Kick-Start. Since its inception in 2017, the Kick-Start program has facilitated over 280 company-led R&D projects, with alumni companies collectively holding a market value exceeding $2 billion.

Dr Doug Hilton, CSIRO’s Chief Executive, emphasised the significance of this investment and the transformative impact it would have for Australia’s critical SME sector.

The Victorian Land Systems Fund – Supply Chain Uplift Program will support Victorian defence industry businesses to work with Hanwha Defense Australia (Hanwha) as part of its supply chain. The program will help build businesses’ capabilities so they can help Hanwha deliver the Commonwealth Government’s $1 billion Land 8116 Self-Propelled Howitzer program.

Funding will support eligible Victorian businesses to:

  • gain relevant accreditations and meet industry specific compliance requirements
  • prepare tenders
  • undertake minor facilities upgrades and equipment fit outs
  • develop new or enhance current defence products or services
  • undertake defence R&D
  • participate in trade missions to pursue collaboration and export opportunities.

Businesses must engage with Hanwha and receive its support before applying.

Applications to the Victorian Land Systems Fund Supply Chain Uplift Program are now open and close on 30 June 2024 or when funds have been exhausted, whichever comes first.
Industry Growth Program - Support for Innovative SMEs to Commercialise and Grow their Business

The program supports innovative small and medium enterprises undertaking commercialisation and/or growth projects within the National Reconstruction Fund priority areas through advisory services and opportunities for matched grant funding. Minor changes or improvements to existing products or services are not considered innovative.

You will be connected to an Industry Growth Program Adviser who will provide tailored advice to support your commercialisation and/or growth project.

Once you have received this advice, you may also be able to apply for:

  • grants of $50,000 to $250,000 to support early-stage commercialisation projects
  • grants of $100,000 to $5 million for commercialisation and growth projects.

Industry Growth Program Grants will open in 2024.

Strategic Policy Grants Program

The Defence Strategic Policy Grants Program (SPGP) funds independent work to deepen public debate on strategic issues relevant to Australia and inform the development of Australia’s defence policy and strategy.

The SPGP is an annual, open and competitive grant opportunity that funds independent strategic policy-focused research and related activities, such as conferences, dialogues, simulations and seminars.

For SPGP 2024, a total of $3.5 million is available over the period between 2024 and 2027, with total funding spread across multiple grants.

The objectives of the program are to support the achievement of Defence’s purpose, mission and purpose by:

  • deepening public debate about Australia’s strategic and defence policy choices
  • informing the development of Australia’s defence policy and strategy
  • strengthening Defence’s international and domestic partnerships
  • broadening participation in Australia’s strategic and defence policy debate.

The intended outcomes of the program are:

  • the publication of original, well-informed and policy-relevant research
  • engagements between Defence and leading non-government experts
  • events and activities involving Defence’s international and domestic counterparts
  • participation by new and emerging talent in Australia’s strategic and defence policy debate.

Applications for SPGP 2024 must be lodged by organisations holding an Australian Business Number or equivalent business registration number. Individuals with different organisational affiliations can submit a joint application to SPGP 2024. This must identify a project lead as well as a lead organisation accountable to the Australian Government, through Defence, for any agreed grant activities.

To be eligible the grant activity must:

  • support Defence’s purpose, mission and priorities
  • satisfy one or more of the program’s objectives and outcomes
  • align with priorities and challenges outlined in the Defence Strategic Review
  • be new, unfunded, and distinct from any business-as-usual activity.

Australian Space Industry Capability Database

The Australian Space Industry Capability database will open for industry submissions from mid-July. Companies can upload information on their:

• Location
• Capability
• Workforce

The database has been developed by SIAA and is supported by the Australian Trade and Investment Commission (Austrade), the Australian Space Agency, the Office of Defence Industry Support and SmartSat CRC.

Australian Defence Export Office Pitch Training Program

The ADEO, in partnership with Marketing Entourage, have created a five week online pitch training program specifically for businesses looking to export defence and dual use goods and services. This training is fully subsidised for Australian Defence Industry businesses.

The program is specifically designed to improve the chances of success for Australian defence industry companies when engaging with opportunities to pitch their capabilities to foreign military and military suppliers. The training is delivered through a series of webinars, online modules and one-to-one pitch practice sessions.

Australian Defence Industry businesses are encouraged to apply by registering their interest at the link below. Multiple people from the same business can be included as a single application. Limited spaces are available on each cohort and the ADEO will prioritise businesses who have recently participated in an industry delegation with TDA.



ODIS provides a range of grants to support defence industry businesses. These grants help Australian small and medium enterprises grow to meet Defence capability needs and join global defence industry supply chains.



The ODIS Defence Business Readiness Tool (DBRT) is a platform used by our Industry Engagement Team to assess the Defence Readiness of Australian Small and Medium Enterprises. The DBRT is the first step in the journey to becoming a supplier to Defence.

To use this secure tool you must have an account. You can either sign in with an existing account or create a new one. You will need to provide your Australian Business Number (ABN) when registering your account.
