New Legislation to Unlock Billions of Dollars for AUKUS Industry Partners

The Government will unlock billions of dollars in investment and cut red tape for Australian Defence industry and our AUKUS partners, with the introduction of the Defence Trade Controls Amendment Bill 2023.

Under the legislation introduced today, Australia’s existing trade controls will be expanded to regulate the supply of controlled items and provision of services on the Defence and Strategic Goods List, ensuring our cutting-edge military technologies are protected.

Australia already regulates the supply of military and dual-use goods and technologies from Australia to foreign nationals and entities overseas. This legislation will extend existing controls to the supply of these items to foreign persons and entities within Australia, and between entities overseas.

Importantly, these significant reforms will also provide a national exemption for the trade of defence goods and technologies with the United States and United Kingdom, establishing a licence-free environment for Australian industry, research and science.

Additional University Places to Grow Australia's AUKUS Workforce

Thousands more students will train at 16 Australian universities through the allocation of an additional 4,001 Commonwealth supported places in STEM courses to help grow the skilled workforce required to deliver the AUKUS nuclear-powered submarine pathway.

The Government is investing $128 million to fund the extra university places over four years, starting in 2024. These additional places will apply to 38 STEM-related courses, designed to attract more students to train in engineering, mathematics, chemistry and physics.

Students will be eligible to apply and commence their studies for STEM-related courses from the beginning of next year.

Of the 4,001 additional places, over 1,000 will be allocated to South Australian universities to support the construction of Australia’s conventionally armed, nuclear-powered submarines in Adelaide.

Australia’s acquisition of nuclear-powered submarines is a national endeavour and targeted training to meet the future workforce needs of the submarine program will be vital to supporting this capability.

As part of the allocation, universities were assessed against the ability of proposed courses to meet the increased demand for advanced technical skills. Other criteria included planned investments to engage quality teachers, the expected level of unmet demand from students, plans to support the expansion of enrolment levels and initiatives to increase participation of students from underrepresented backgrounds.

Securing Continuous Naval Shipbuilding at Henderson Shipyard in Western Australia

The Government is securing Australia’s shipbuilding capability and investing in Western Australian defence industry through a new strategic partnership between Defence and Austal Limited at Henderson Shipyard.

The Defence Strategic Review observed that there was not enough work to sustain the number of shipbuilders located at Henderson, and the Government agreed to a recommendation to examine industry consolidation options as a matter of priority.

As one of two major shipbuilding hubs in Australia, Henderson is an asset of national importance and pivotal to the build and sustainment of vessels for the Australian Defence Force.

This significant reform will secure Henderson’s future as a vital naval shipbuilding complex with the capacity and capability to meet the evolving needs of our Defence Force.

Industry Growth Program - Support for Innovative SMEs to Commercialise and Grow their Business

The program supports innovative small and medium enterprises undertaking commercialisation and/or growth projects within the National Reconstruction Fund priority areas through advisory services and opportunities for matched grant funding. Minor changes or improvements to existing products or services are not considered innovative.

You will be connected to an Industry Growth Program Adviser who will provide tailored advice to support your commercialisation and/or growth project.

Once you have received this advice, you may also be able to apply for:

  • grants of $50,000 to $250,000 to support early-stage commercialisation projects
  • grants of $100,000 to $5 million for commercialisation and growth projects.

Industry Growth Program Grants will open in 2024.

Securing Customer Personal Data for Small to Medium Businesses

The Australian Cyber Security Centre has released a new publication. The guide is focused specifically on the protection of customers’ personal data. Guidance on general cyber security for businesses can be found in the Small Business Cyber Security Guide and the Strategies to Mitigate Cyber Security Incidents published by ASD’s ACSC. Please note, this guide is not exhaustive and should be used in conjunction with guidance from the Office of the Australian Information Commissioner (OAIC).

Data breaches against Australian businesses and their customers are increasing in complexity, scale and impact.  In a country that is increasingly conducting business online, businesses have a responsibility to keep the personal data they collect from customers secure from unauthorised access, unauthorised disclosure, corruption and loss. As such, businesses should take appropriate steps to secure any personal information or data they hold.

In order to implement the below advice effectively, Australian organisations should first have a good understanding of their data and cyber security practices. In order to assist with this, ASD’s ACSC recommends that businesses use the free Exercise in a Box tool to self-assess their data and cyber security practices and identify any relevant areas of strength or weakness.

      The Victorian Land Systems Fund – Supply Chain Uplift Program will support Victorian defence industry businesses to work with Hanwha Defense Australia (Hanwha) as part of its supply chain. The program will help build businesses’ capabilities so they can help Hanwha deliver the Commonwealth Government’s $1 billion Land 8116 Self-Propelled Howitzer program.

      Funding will support eligible Victorian businesses to:

      • gain relevant accreditations and meet industry specific compliance requirements
      • prepare tenders
      • undertake minor facilities upgrades and equipment fit outs
      • develop new or enhance current defence products or services
      • undertake defence R&D
      • participate in trade missions to pursue collaboration and export opportunities.

      Businesses must engage with Hanwha and receive its support before applying.

      Applications to the Victorian Land Systems Fund Supply Chain Uplift Program are now open and close on 30 June 2024 or when funds have been exhausted, whichever comes first.
      The Skills Solutions Partnerships (SSP) program provides a platform for collaboration between government, industry, TAFEs and dual sector universities to design and pilot innovative short training approaches to rapidly address workforce skills gaps in priority sectors.

      The following Victorian industry sectors are priority areas for Skills Solutions Partnerships, with proposals from other industry sectors considered on a case-by-case basis:
      • Clean economy
      • Construction
      • Digital
      • Healthcare and social services
      • Manufacturing.

      Expressions of Interests (EOIs) open at 9:00am (AEDT) on 21 November 2023 and will close at 11:59pm (AEDT) on 15 March 2024 (unless funds are allocated earlier)
      Strategic Policy Grants Program

      The Defence Strategic Policy Grants Program (SPGP) funds independent work to deepen public debate on strategic issues relevant to Australia and inform the development of Australia’s defence policy and strategy.

      The SPGP is an annual, open and competitive grant opportunity that funds independent strategic policy-focused research and related activities, such as conferences, dialogues, simulations and seminars.

      For SPGP 2024, a total of $3.5 million is available over the period between 2024 and 2027, with total funding spread across multiple grants.

      The objectives of the program are to support the achievement of Defence’s purpose, mission and purpose by:

      • deepening public debate about Australia’s strategic and defence policy choices
      • informing the development of Australia’s defence policy and strategy
      • strengthening Defence’s international and domestic partnerships
      • broadening participation in Australia’s strategic and defence policy debate.

      The intended outcomes of the program are:

      • the publication of original, well-informed and policy-relevant research
      • engagements between Defence and leading non-government experts
      • events and activities involving Defence’s international and domestic counterparts
      • participation by new and emerging talent in Australia’s strategic and defence policy debate.

      Applications for SPGP 2024 must be lodged by organisations holding an Australian Business Number or equivalent business registration number. Individuals with different organisational affiliations can submit a joint application to SPGP 2024. This must identify a project lead as well as a lead organisation accountable to the Australian Government, through Defence, for any agreed grant activities.

      To be eligible the grant activity must:

      • support Defence’s purpose, mission and priorities
      • satisfy one or more of the program’s objectives and outcomes
      • align with priorities and challenges outlined in the Defence Strategic Review
      • be new, unfunded, and distinct from any business-as-usual activity.

      Australian Space Industry Capability Database

      The Australian Space Industry Capability database will open for industry submissions from mid-July. Companies can upload information on their:

      • Location
      • Capability
      • Workforce

      The database has been developed by SIAA and is supported by the Australian Trade and Investment Commission (Austrade), the Australian Space Agency, the Office of Defence Industry Support and SmartSat CRC.

      Australian Defence Export Office Pitch Training Program

      The ADEO, in partnership with Marketing Entourage, have created a five week online pitch training program specifically for businesses looking to export defence and dual use goods and services. This training is fully subsidised for Australian Defence Industry businesses.

      The program is specifically designed to improve the chances of success for Australian defence industry companies when engaging with opportunities to pitch their capabilities to foreign military and military suppliers. The training is delivered through a series of webinars, online modules and one-to-one pitch practice sessions.

      Australian Defence Industry businesses are encouraged to apply by registering their interest at the link below. Multiple people from the same business can be included as a single application. Limited spaces are available on each cohort and the ADEO will prioritise businesses who have recently participated in an industry delegation with TDA.



      ODIS provides a range of grants to support defence industry businesses. These grants help Australian small and medium enterprises grow to meet Defence capability needs and join global defence industry supply chains.



      The ODIS Defence Business Readiness Tool (DBRT) is a platform used by our Industry Engagement Team to assess the Defence Readiness of Australian Small and Medium Enterprises. The DBRT is the first step in the journey to becoming a supplier to Defence.

      To use this secure tool you must have an account. You can either sign in with an existing account or create a new one. You will need to provide your Australian Business Number (ABN) when registering your account.
