Launch of Defence Innovation, Science and Technology Strategy
On the 17th September, the Department of Defence released the Innovation, Science and Technology (IS&T) strategy, aimed at leveraging Australia’s scientific capability in the defence of our nation.
Accelerating Asymmetric Advantage – Delivering More, Together is Defence’s 10-year vision for the Defence IS&T ecosystem.
The 2024 National Defence Strategy identified that investing in innovation, science and technology is fundamental to properly equipping and preparing a modern fighting force in a technology-dominated world.
The new IS&T strategy will foster emerging technology and enable the development of disruptive military capabilities to deliver asymmetric advantage for the Australian Defence Force (ADF).
It will harness the Defence IS&T ecosystem through significant investments in the Advanced Strategic Capabilities Accelerator (ASCA) and AUKUS Pillar II Advanced Capabilities.
A new nationwide Defence Research Centre model will facilitate cutting-edge research and development and link industry with researchers, Defence scientists and end users.
The IS&T strategy will be refreshed every two years to align with the National Defence Strategy and the Integrated Investment Program update cycle.
Chief Defence Scientist Professor Tanya Monro said IS&T was fundamental to delivering credible and potent capability to the ADF.

Government Invests in Domestic Rocket Motor Program
The Government is seeking options from industry to establish a manufacturing complex that will enable production of rocket motors for some of the world’s most advanced missiles in Australia.
This is backed by an initial investment of $22 million over the next three years, which will help grow Australia’s advanced high-tech manufacturing sector and boost long‑range strike capabilities for the Australian Defence Force (ADF), making the nation safer.
It is underpinned by the Government’s Future Made in Australia agenda, which will improve the resilience of supply chains, provide for greater strategic sovereignty, enhance export opportunities, and deliver broad economic and employment benefits, particularly in regional Australia.
Rocket motors are a critical component of missiles and required for most guided weapons, including Guided Multiple Launch Rocket Systems (GMLRS) missiles, which will be made in Australia from next year. It’s expected the rocket motor complex will begin production by the end of the decade.
The rocket motor program is part of the Guided Weapons and Explosive Ordnance (GWEO) Enterprise which is backed by up to $21 billion over the decade through the 2024 Integrated Investment Program.

The JOSCAR-AU system was established following an initiative led by a growing number of prime contractors as registered buyers together with the Commonwealth Government.
JOSCAR-AU is a cross-sector collaborative solution that reduces the time, cost, resources and duplication currently needed to provide information to major prime customers. Holding common supplier information in a central system, the JOSCAR-AU accreditation system allows information to be accessed by all participating buying organisations.
JOSCAR-AU is designed to make the process of pre-qualification or accreditation as efficient as possible – saving your company a significant amount of the time, effort and cost associated with working for multiple clients.
Hellios enables more effective compliance with client requirements for business through a single process. Your initial registration will determine the level of pre-qualification or accreditation that your clients require, based on an automated risk profile.
Expert advice is provided throughout the process to guide you including identifying potential business improvement opportunities that may increase your competitive advantage.
Registration on JOSCAR-AU is either by invitation from your registered JOSCAR-AU buyer or via self
nomination. If your buyer has asked you to complete the JOSCAR-AU questionnaire, they will contact Hellios directly on your behalf. Hellios will then process this request and send a link to the questionnaire for you to complete. If you would like to self nominate, please reach out at joscar@hellios.com.au.
