Government Approves Next Phase of Collins Class Life-of-type Extension
 
HMAS Farncomb will be the first of Australia’s six Collins class submarines to undergo sustainment and capability enhancement under a life-of-type extension program being implemented by the Government.

The life-of-type extension program is part of the Government’s commitment to invest $4 to $5 billion to ensure the Collins class submarines continue be provide a potent strike and deterrence capability.

The life-of-type extension of HMAS Farncomb will be undertaken by the highly skilled workers at ASC and commence in 2026 at Osborne in South Australia.

The life-of-type extension program will ensure the future availability of the Collins class submarines, without compromising on submariner safety.

The Government’s decisions on the life-of-type extension program have been informed by advice from Defence as well as independent expert advice.

An optronics upgrade for the Collins class submarines, announced by the former Coalition government, will not proceed following advice that it would have added complexity and risk to the life-of-type extension program. The SSN AUKUS nuclear-powered conventionally armed submarines will likewise not be fitted with this particular design.

The Government has also received advice from Defence, in consultation with the United States, that adding Tomahawk cruise missile capability to the Collins class submarines is not viable and does not represent value for money.

The Virginia class nuclear-powered submarines Australia will receive in the early 2030s will come with the Tomahawk as standard equipment. Tomahawk cruise missiles will also be used by Navy’s Hobart class destroyers and the Government has agreed in-principle to fit the Hunter class frigates with Tomahawks, subject to a feasibility study.

These decisions will reduce risk for the Collins class program and will help maximise Collins class availability as we transition to our future nuclear-powered submarine capability.

Australian Defence Force Opens Recruitment to Non-Australian Citizens

As one of the Government’s initiatives to grow the Australian Defence Force (ADF), New Zealanders who call Australia home will soon be able to apply to join the ADF.

As outlined in the National Defence Strategy, Defence must recruit, retain and grow a highly specialised and skilled workforce.

To help achieve this, Defence is expanding the eligibility criteria to enable more people to join the ADF, including permanent residents who have been living in Australia for 12 months.

Under this expanded criteria, from July 2024, eligible New Zealanders who are living in Australia can apply to join the ADF.

Additionally, from January 2025, eligible permanent residents from the United Kingdom, United States and Canada will also be able to apply to join the ADF.

As well as meeting ADF entry standards and security requirements, permanent residents wishing to join the ADF must have lived in Australia for at least one year immediately prior to applying, not have served in a foreign military in the preceding two years, and be able to attain Australian citizenship.

Defence is also streamlining the existing Overseas Lateral Recruitment Scheme, which allows the ADF to fill capability shortfalls by recruiting skilled military overseas applicants.

Now in their third year, the Beyond Service Awards
recognise the skills and experience veterans and Defence Force families bring to Australia’s small business landscape. Applicants come from all corners of Australia in industries as diverse as ecotourism, professional services, home care, graphic design and cake making.

This year, The King’s Trust Australia is delighted to introduce a new award category: the Rising Star Award. This category recognises the entrepreneurial excellence of an Australian Defence Force veteran or spouse aged 35 years or under.

Other award categories include the New Mission Award, the Defence Family Business Award, and the Community Impact Award.

"I'm delighted to welcome back the Beyond Service Awards for the third year in a row. The introduction of the Rising Star Award highlights the brilliance of young entrepreneurs in the ADF community, who demonstrate remarkable initiative, innovation, and resilience," said Michelle Endacott, Chief Executive Officer, The King’s Trust Australia.

"The depth and quality of entries we receive speaks to the entrepreneurial spirit within the ADF community. We encourage all veterans and Defence Force partners who are eligible to apply,"  she added.

The 2024 Beyond Service Awards are open for nominations now.  Nominations will close on 11:59 pm on Friday June 21, 2024.

Inaugural Australian AUKUS Advanced Capabilities Dialogue on 26 June 2024 in Canberra

The Department of Defence looks forward to hosting the inaugural Australian AUKUS Advanced Capabilities Dialogue on 26 June 2024 in Canberra.
The Dialogue will provide Australian organisations with more detail on AUKUS Advanced Capabilities (Pillar II), progress to date and information on where future opportunities may be available. Mr Stephen Moore, First Assistant Secretary AUKUS Advanced Capabilities, will discuss the AUKUS Pillar II narrative, and Mr David Nockels, First Assistant Secretary Defence Industry Policy, will update on trilateral export control reform.

Applications for the Latest Round of Moon to Mars Supply Chain Capability Improvement Grants are Now Open

Grants from A$250,000 up to A$1 million to fund up to 75 per cent of eligible project expenditure are available.

This program provides Australian businesses with funds to build capacity to deliver products and services into domestic and international space industry supply chains that could support Moon to Mars activities

These grants are designed to strengthen Australia's local space manufacturing industry by helping businesses develop cutting-edge technologies and create new partnerships

Holding common supplier information in a central system, the JOSCAR-AU accreditation system allows information to be accessed by all participating buying organisations.

    Delivering competitive and defendable proposals for Defence requires a variety of estimating techniques to build robust, credible and defendable Basis of Estimates. Learn how to challenge your cost base, supplier quotes, estimates and price, and submit a compliant proposal that meets customer requirements, represents value for money, and can survive a cost investigation.

    Estimating For Defence is a two day course developed by Estimating & Pricing (E&P) at BAE Systems Australia, and delivered in partnership with the Global Access Program (GAP).

    Open to Industry partners Based in Australia, Canada, and the UK

    The Defense Industrial Base Consortium (DIBC) aims to coalesce and expand the defense industrial base (DIB) in support of the Manufacturing, Capability Expansion, and Investment Prioritization Directorate (MCEIP) critical sectors and additional areas of interest. To align with the recent modification to the definition of Domestic Source for Title III of the Defense Production Act, and in keeping with the MCEIP vision of delivering a resilient U.S. supply chain and workforce able to respond in times of national security crisis, DIBC is excited to announce that we are opening membership to Industry partners in Canada, the United Kingdom, and Australia. This increased level of collaboration will aid the DIBC in achieving MCEIP’s mission and vision.

    SME Connect Programs

    Australia’s national science agency, CSIRO, has announced a $20 million investment to provide small to medium enterprises (SMEs) with greater access to vital research and development (R&D) opportunities to accelerate their growth.

    The funding will allow CSIRO’s SME Connect team to support up to 750 SMEs through a range of programs and initiatives that provide facilitation, training, dollar-matched funding and support to start-ups and SMEs seeking to engage in company-led research projects.

    One of the programs being supported is SME Connects flagship program, CSIRO Kick-Start. Since its inception in 2017, the Kick-Start program has facilitated over 280 company-led R&D projects, with alumni companies collectively holding a market value exceeding $2 billion.

    Dr Doug Hilton, CSIRO’s Chief Executive, emphasised the significance of this investment and the transformative impact it would have for Australia’s critical SME sector.

    The Victorian Land Systems Fund – Supply Chain Uplift Program will support Victorian defence industry businesses to work with Hanwha Defense Australia (Hanwha) as part of its supply chain. The program will help build businesses’ capabilities so they can help Hanwha deliver the Commonwealth Government’s $1 billion Land 8116 Self-Propelled Howitzer program.

    Funding will support eligible Victorian businesses to:

    • gain relevant accreditations and meet industry specific compliance requirements
    • prepare tenders
    • undertake minor facilities upgrades and equipment fit outs
    • develop new or enhance current defence products or services
    • undertake defence R&D
    • participate in trade missions to pursue collaboration and export opportunities.

    Businesses must engage with Hanwha and receive its support before applying.

    Applications to the Victorian Land Systems Fund Supply Chain Uplift Program are now open and close on 30 June 2024 or when funds have been exhausted, whichever comes first.
    Industry Growth Program - Support for Innovative SMEs to Commercialise and Grow their Business

    The program supports innovative small and medium enterprises undertaking commercialisation and/or growth projects within the National Reconstruction Fund priority areas through advisory services and opportunities for matched grant funding. Minor changes or improvements to existing products or services are not considered innovative.

    You will be connected to an Industry Growth Program Adviser who will provide tailored advice to support your commercialisation and/or growth project.

    Once you have received this advice, you may also be able to apply for:

    • grants of $50,000 to $250,000 to support early-stage commercialisation projects
    • grants of $100,000 to $5 million for commercialisation and growth projects.

    Strategic Policy Grants Program

    The Defence Strategic Policy Grants Program (SPGP) funds independent work to deepen public debate on strategic issues relevant to Australia and inform the development of Australia’s defence policy and strategy.

    The SPGP is an annual, open and competitive grant opportunity that funds independent strategic policy-focused research and related activities, such as conferences, dialogues, simulations and seminars.

    For SPGP 2024, a total of $3.5 million is available over the period between 2024 and 2027, with total funding spread across multiple grants.

    The objectives of the program are to support the achievement of Defence’s purpose, mission and purpose by:

    • deepening public debate about Australia’s strategic and defence policy choices
    • informing the development of Australia’s defence policy and strategy
    • strengthening Defence’s international and domestic partnerships
    • broadening participation in Australia’s strategic and defence policy debate.

    The intended outcomes of the program are:

    • the publication of original, well-informed and policy-relevant research
    • engagements between Defence and leading non-government experts
    • events and activities involving Defence’s international and domestic counterparts
    • participation by new and emerging talent in Australia’s strategic and defence policy debate.

    Applications for SPGP 2024 must be lodged by organisations holding an Australian Business Number or equivalent business registration number. Individuals with different organisational affiliations can submit a joint application to SPGP 2024. This must identify a project lead as well as a lead organisation accountable to the Australian Government, through Defence, for any agreed grant activities.

    To be eligible the grant activity must:

    • support Defence’s purpose, mission and priorities
    • satisfy one or more of the program’s objectives and outcomes
    • align with priorities and challenges outlined in the Defence Strategic Review
    • be new, unfunded, and distinct from any business-as-usual activity.

    Australian Space Industry Capability Database

    The Australian Space Industry Capability database will open for industry submissions from mid-July. Companies can upload information on their:

    • Location
    • Capability
    • Workforce

    The database has been developed by SIAA and is supported by the Australian Trade and Investment Commission (Austrade), the Australian Space Agency, the Office of Defence Industry Support and SmartSat CRC.

    ODIS provides a range of grants to support defence industry businesses. These grants help Australian small and medium enterprises grow to meet Defence capability needs and join global defence industry supply chains.



    The ODIS Defence Business Readiness Tool (DBRT) is a platform used by our Industry Engagement Team to assess the Defence Readiness of Australian Small and Medium Enterprises. The DBRT is the first step in the journey to becoming a supplier to Defence.
