Change of Command for the Chief of the Defence Force

Command of the Australian Defence Force has transferred from General Angus Campbell, AO, DSC, to Admiral David Johnston, AC, RAN, at a ceremonial parade in Canberra.

General Campbell was appointed the Chief of the Australian Defence Force on 7 July 2018. During his tenure, General Campbell led the shift in operational emphasis towards the Indo-Pacific region and built individual and institutional relationships to enhance Australia’s security cooperation with regional partners. General Campbell concludes his duties with the Australian Defence Force on 10 July 2024.

Admiral Johnston becomes the Chief of the Australian Defence Force at a pivotal time as the ADF delivers objectives of the National Defence Strategy and ensures ADF’s readiness now and into the future.

Admiral Johnston brings extensive experience from senior operational roles in the Joint Force as well as interagency appointments that have engaged the ADF at home and across the globe. As former Vice Chief of the Defence Force, Admiral Johnston holds deep strategic awareness of Australia’s national security challenges and the requirements to take the ADF forward.
$4 Million to Help Deliver Defence Capabilities and a Future Made In Australia

The Government will continue fast-tracking the development and deployment of innovative defence technologies through a $4 million ‘pitch day’ that also underscores a commitment to investing in a future made in Australia.

The pitch day is an initiative of the Advanced Strategic Capabilities Accelerator (ASCA) which was established by the Government as a critical conduit for providing the Australian Defence Force (ADF) with a capability edge.

The theme of the pitch day, the first of two that will be held annually, is ‘innovative asymmetric advantage’, which refers to disruptive technology that can have a deterrence effect.

Industry will have the opportunity to respond to an expression of interest and selected companies will be invited to pitch their technology or ideas to a Defence panel during the Australian Defence Science, Technology and Research (ADSTAR) Summit which will be held from 17-19 September.

Following the pitch day, ASCA will invite successful participants to respond to development contracts valued at up to $750,000 each through a competitive process. The total value of the development contracts on offer is up to $4 million.

ASCA focusses on transitioning game-changing ideas into Defence capabilities. It will unlock innovation from across the nation, bringing together the best experts from different sectors – driving change from within Defence to move at the pace and scale we need. This will mean faster acquisition and better links between Defence and industry to deliver the capabilities needed by the soldiers, sailors and aviators of the ADF.

The expression of interest period will be open until 22 July 2024. More information is available at https://www.asca.gov.au.
Defence Trailblazer - ASIC Program - Application Deadline Extension

The Defence Trailblazer is issuing an open call for Expressions of Interest (EOIs) for up to $12 million funding to enable faster commercialisation of larger scale defence research & development (R&D) activities and collaborations focused on delivering capabilities in the Sovereign Defence Industrial Priorities outlined in the Defence Industry Development Strategy.

Project proposals will be sought from industry (i.e. with an ABN / ACN) based in Australia and involving at least one Defence Trailblazer research university (University of Adelaide and/or UNSW). New industry partners are encouraged, but existing partners can also apply; collaborative projects involving one or more industry partners are highly encouraged. Defence Trailblazer can assist with identifying appropriate capabilities at universities and existing industry partners.

Up to $12 million in funding will be available. Successful applicants will be required to provide matched co-contributions (cash). Preference will be given to proposals that demonstrate an ability to build scale in research and development with a stronger weighting given towards small-medium enterprise (SME) led and multi-party project proposals; and projects which include substantial in-kind contributions from industry.

Accessing Defence Trailblazer’s other initiatives including student internships, projects and placements, Proto-Lab Network (facilities and equipment) and the staff mobility program are also encouraged as part of project proposals.

EOIs are now due 24 July 2024

The JOSCAR-AU system was established following an initiative led by a growing number of prime contractors as registered buyers together with the Commonwealth Government.

JOSCAR-AU is a cross-sector collaborative solution that reduces the time, cost, resources and duplication currently needed to provide information to major prime customers. Holding common supplier information in a central system, the JOSCAR-AU accreditation system allows information to be accessed by all participating buying organisations.

JOSCAR-AU is designed to make the process of pre-qualification or accreditation as efficient as possible – saving your company a significant amount of the time, effort and cost associated with working for multiple clients.

Hellios enables more effective compliance with client requirements for business through a single process. Your initial registration will determine the level of pre-qualification or accreditation that your clients require, based on an automated risk profile.

Expert advice is provided throughout the process to guide you including identifying potential business improvement opportunities that may increase your competitive advantage.

Registration on JOSCAR-AU is either by invitation from your registered JOSCAR-AU buyer or via self nomination. If your buyer has asked you to complete the JOSCAR-AU questionnaire, they will contact Hellios directly on your behalf. Hellios will then process this request and send a link to the questionnaire for you to complete. If you would like to self nominate, please reach out at joscar@hellios.com.au.

    SME Connect Programs

Australia’s national science agency, CSIRO, has announced a $20 million investment to provide small to medium enterprises (SMEs) with greater access to vital research and development (R&D) opportunities to accelerate their growth.

The funding will allow CSIRO’s SME Connect team to support up to 750 SMEs through a range of programs and initiatives that provide facilitation, training, dollar-matched funding and support to start-ups and SMEs seeking to engage in company-led research projects.

One of the programs being supported is SME Connects flagship program, CSIRO Kick-Start. Since its inception in 2017, the Kick-Start program has facilitated over 280 company-led R&D projects, with alumni companies collectively holding a market value exceeding $2 billion.

Dr Doug Hilton, CSIRO’s Chief Executive, emphasised the significance of this investment and the transformative impact it would have for Australia’s critical SME sector.

The Victorian Land Systems Fund – Supply Chain Uplift Program will support Victorian defence industry businesses to work with Hanwha Defense Australia (Hanwha) as part of its supply chain. The program will help build businesses’ capabilities so they can help Hanwha deliver the Commonwealth Government’s $1 billion Land 8116 Self-Propelled Howitzer program.

Funding will support eligible Victorian businesses to:

    • gain relevant accreditations and meet industry specific compliance requirements
    • prepare tenders
    • undertake minor facilities upgrades and equipment fit outs
    • develop new or enhance current defence products or services
    • undertake defence R&D
    • participate in trade missions to pursue collaboration and export opportunities.

Businesses must engage with Hanwha and receive its support before applying.

    Defence Industry Development Grants Program

The Defence Industry Development Grants Program (the program) will award grants over four years from 2024-25 to 2027-28. The program was announced as part of the Defence Industry Development Strategy.

The objective of the program is to build the industrial base Australia needs to achieve Defence outcomes in areas of strategic priority.

The Skilling stream helps Australian defence industry to upskill and train in priority trade, technical and professional skillsets to develop a workforce with the right mix of qualified and experienced personnel to meet Defence requirements. The program will enhance the capacity and capability of Australian defence industry workforce to deliver SDIPs described in the Defence Industry Development Strategy.

The Exports stream provides support for small to medium enterprises (SMEs) to overcome export barriers and help defence industry build scale and competitiveness in defence capability priority areas as identified by the SDIPs described in the Defence Industry Development Strategy.

The Security stream helps Australian defence industry improve and maintain security in priority areas as identified by the SDIPs and in line with the Defence Industry Security Program.
